ENHANCING SUSTAINABLE BUILDINGS IN MAINLAND CHINA THROUGH BUILDING ENVIRONMENTAL ASSESSMENT METHODS

  Abstract: The design, construction and use of buildings consume enormous quantities of resources, creates untold environmental pollution and generates much of our waste. Building design and management shape our urban environment and control our overall quality of life. In short, as a large sector of the economy, the construction industry can make a significant contribution to a more sustainable environment. These issues are of paramount significance for China as a developing nation. It is not then surprising that for example, China’s Ministry of Construction has a commitment to reduce energy consumption of its buildings over the coming decades.

  In response to these issues, developers and designers have been adopting voluntarily based Building Environmental Assessment Methods namely, LEED (Leadership in Energy and Environmental Design) and HK-BEAM (Hong Kong Building Environmental Assessment Method) to benchmark and enhance the performance of their properties in Hong Kong and China. Over 200 properties are being certified by these two schemes in the region.

  The assessment framework of both LEED and HK-BEAM embraces a range of good practices into a pool of criteria using a life cycle approach. The comprehensive assessment framework encompasses exemplary environmental practices in planning, design, construction, commissioning, operation, maintenance, and management. This approach encourages buildings that fulfil their intended functions whilst minimizing the resulting impacts on the environment. Finally, the scheme provides a benchmark for sustainable buildings and third party recognition to building performance excellence.

  This paper outlines the latest framework of LEED and HK-BEAM, including rationale on the assessment approach and criteria, and explanations of its achievements and benefits. All of which provides valuable experience and unique insight for buildings in China intending to achieve “green”, energy efficiency and sustainability objectives of HK-BEAM.
